blurry scopes or lod issue..

Hi guys, since the latest update or formerly update, I’ve noticed a major visual issue with distant objects, especially when using high magnification scopes.
The problem:
4x-6x-10x scopes look blurry when looking at distant areas.
Enemy players, buildings, and textures stay low quality even after the area is loaded.
When I turn the camera, grass and trees also have noticeable shimmering/flickering, like LODs are not transitioning correctly.
The issue is much more noticeable on large maps. Practice Range does not show the problem (or it is barely noticeable).
Things I already tested:
DLSS Quality / DLSS Off (native TAA) and other features
Frame Generation ON/OFF
NVIDIA Reflex ON/OFF
Resolution Scale 100% (tried %150)
1080p and 1440p
Texture Quality and Mesh Quality changes
WeaponDOF disabled (WeaponDOF=0)
Resetting config files / deleting PROFSAVE
Repairing game files
Shader cache cleanup
Installed older driver with DDU
Nvidia Control Panel LOD allow-clamp
It feels like a LOD/texture streaming or scope rendering issue introduced with the latest updates. Does anyone else have the same problem or found a fix?
Example: 100m range looks fine, but further distances through 4x/6x/10x scopes become blurry and never fully sharpen.
