official DICE servers botted with fake players

this is an official dice server for operations maps. the server browser shows almost a full server, but when joining I'm greeted with all low level accounts with obviously fake names and all with ~200 ping.
none of them ever join the actual game, they just make the server appear full but none of them are real players. the server shows the waiting for players screen.
so why is DICE doing this on their own official servers?

Check for ownership with a nickname in the top right corner of the server info tab, some people create servers with official sounding names.

I just started to have the same problem. I choose a server and get put into a different one with bots or empty. I think they are doing the same thing they used to do with counter strike 1.6.
