Yes, all bans on Wolfenstein have been lifted, so I don‘t see any reason why enemy territory should still be blocked. Please give it to us!
as workaround you can play W:ET with ET:Legacy instead, which is what most people use
only advantage of having it on steam is that Steam shows that you are playing it and it counts played hours
