How do you get this game to work on modern hardware

Mouse goes WAY to fast and the game actively ignores the config files. Resolution is 3840x2560p, i can't even tell if that works.

Did as he said, but the game launches zoomed in like crazy, can't even read the menu.
Ah thats due to windows scaling. God modern monitors suck bad on Windows.
