Weapons weirdly randomizing on Chapter Select

As the title suggests, the weapon loadout seems to be randomized whenever I pick Chapter Select. I know there's some kind of weapon randomizer in the settings, but not in-game. Any fix for this? I would rather just have a consistent loadout rather than a randomized loadout every time I want to play a level.
Edit: I checked it in the config file and it is disabled, so I don't know why the loadout randomizes every time I go from Chapter Select.
