Mission 3, Part 1 - cant finish the map

For some reason that I don't understand, I can't finish this mission, I looked for the snooper rifle and even tried to restart it countless times, but I always end up getting stuck, even doing it in the stealthiest way possible.
Any solutions or recommendations on what to do in this part? Thank you for your time
