Is there a way to buy a game on another PlayStation, then transfer it over to another?

No, not share the games you buy, but basically gift. My brother is buying arma reforger and doesn’t know if he’ll like it, so is there a way for him to gift it to me if he doesn’t like it?

No, digital games are non-transferrable. There is a solution, but it's a hassle. You can create a new account, buy it there, and if he doesn't like it, transfer the account to you.

You could just account share, make his account primary on your console and play his and your games while logged on your account.

No ideal way… but you could have him buy it on “HIS ps5” by signing in to “YOUR account” on it. If he don’t like it it’s tied to your account n you’ll have the game. BUT if he does like it, sadly it’s tied to your account. This is one of the reason why physical games make sense.
