There are certain individuals that get reported frequently and have been investigated multiple times with no issues. These people are getting auto exemptions to prevent always having to review them. I suspected it was one of those guys. They are probably just skilled and not cheating
If some player get reported many times but not trigger any build in anticheats in game they run free. They assume player is legit and well skilled. Bullshit

It circles back to a blog post from last week that cites players reporting "very skilled players" a lot. The post specifically used Littlebird pilots as example.
The underlying issue here is that a lot of regular players can not differentiate a "skilled pilot", from a guy that just instagibs everyone with his Lewis Gun in BFV. They consider this not a gameplay issue, but a issue with the report system, which is very interesting and telling.

No you aren't supposed to report someone mate, it's toxic behavior and suggests that the person reporting is low skilled. You have to let the anti-cheat system do its job, which I believe it does perfectly. Doesn't matter that cheats are available to anyone for a price of a single potato and sometimes for free. Also it doesn't matter that these cheats are being advertised on YouTube, TikTok, Instagram, facebook and countless online forums and require 0 technical knowledge to operate them ( pretty much plug and play). The game doesn't have cheaters and it won't have any time soon.
I'm pretty sure it's not just not triggering anticheat. It's people who pass manual reviews multiple times as well. Which, if someone repeatedly passes anticheat AND manual reviews? Then I'd say they're probably fine
