QuakeLive - ClanArena is easiest way, it also has people playing online. (https://ql.syncore.org serverlist)
otherwise CPMA mod should have RA3/CA within. - I always forget how to set up the game modes with Q3 mods, bunch of specific commands that's super easy.. if you can remember/find them.
Oh man, RA3 is virtually dead now. Best place would be Quake Live Clan Arena.
