Poor perfromance in Wolfenstein The New Order with AMD 7800XT

I bought Wolfenstein The New Order on a Steam Sale and I was excited to play it, but when I booted it up I had 30 fps with drops to 20fps and during cutscenes stuttering makes them unwatchable. It doesn't matter if I set setting to low or ultra because it's still the same. I know this game runs poorly on AMD graphics cards but I don't think it should be THAT bad.

I have a 7800xt and I never had any problems. could it be bottlenecking?

I have a i5 12600k so I don't think it should be that big of a problem, because as of now the game is unplayable

some issues i could think of is if your hdmi/display cable is plugged into your motherboard or your GPU may be off in the device manager

If you haven't created a texture cache folder for the game already, go ahead and do that. You can also download id5tweaker to disable some post processing effects.

My HDMI cable is connected directly to GPU and in the device menager it says that the graphic card is working correctly

Make sure in game that the graphics is set to the gpu and not integrated graphics

I've downloaded id5tweaker and disabled some effects but the game still runs at 30fps with stuttering during cutscenes and I'll try restoring cache folder today.
