Low Framerate in Big Battles

I play at 1080p and I have fps drops. I don't know what to do. Anyone have any fixes for this? I've tried lowering settings with no success. I'm guessing it is a cpu bottleneck or just optimization. Any recommendations would be greatly appreciated. Thanks!
CPU: i9 11900k
GPU: 3080 ti
RAM: 16 GB

Try setting a fixed FPS. That should even it out, unless you max it out. I always set it at 60, which some people find low.
Also if you run a dual-monitor setup, it may have issues with performance, especially recently. I don't run mine in a dual monitor setup, but I think a general piece of advice is to run the game as Borderless Full-Screen or something? Can't remember the exact name of it.

You might be on the right track with your reasoning of a CPU bottleneck.
Your GPU should be fine for this game, so what we need to do is shift the balance from being a 50-50 GPU/CPU split, to more GPU.
Consider the framerate limiter option that Kei suggested.
Try setting a fixed FPS.
Furthermore, what helped my computer shift the load more is to set the fixed resolution scale to something higher than 100; mine is set to 125. I also turned off anti-aliasing and found that my framerate had smoothed significantly, although your mileage may vary with that one, and it also comes down to preference as it will cause the game to look different.
Also, consider turning on the advanced setting for the performance graph when playing with your settings, and then setting it to simple for "everyday" use ingame, as it can help pinpoint the weak spots in your settings.

Keep in mind that the lowest settings will make your GPU load much lower, putting more strain on the CPU. Try setting the ones that affect the GPU to medium/high, and keep the CPU-oriented settings lower.
