So someone's Internet goes down, someone has a sudden emergency and needs to bail. And you want them to be punished for that? There are so many variables in this situation that it's not always just someone quitting for nonsense reasons.
Obviously this is not always the case.
However implementing a penalty system for IRL things happening is not a good idea.
It would be better for players to actually work on finding a group to play with.

People need to learn how games work and what different systems do. Everything isn't binary. First time offense is maybe a 10 minute penalty, like Apex. The more you rage quit, or "emergencies" you have, the harsher the penalty. Basic stuff that's implemented in probably any modern competitive game.
Emergencies do happen, doesn't mean you'll be punished for it. Say something happens, you have to get away from your PC anyways, and all you get is a 10 minute penalty. So how does that even affect you in the slightest?
Keep in mind, the penalties are probably on a weekly timer or whatever. So if something comes up, you have to leave, but happens every other week, the penalties won't even stack. It's literally designed around people rage quitting every other round, because the game won't function without it if it's teammate dependent.
