FSR4 very inconsistent on 7000 series (RDNA3)

Somtimes FSR4 works on my RDNA3 and sometimes it doesnt.
It usually works when I am in the main menu and on the shooting range (it does show as active in the Adrenaline software) but then whenever I load into a map, it is a coin flip whether it defaults back to FSR3 or not.
