If there is not enough players to fill the server, you can't avoid playing with bots. At least not in the official matchmaking.
I have not touched portal at all. I took one look at it and it was filled with either bot servers or Hardcore 500% damage multiplier junk...

have you enabled crossplay through in-game options? crossplay is somewhat neccessary to get full or semi-filled server by human players. crossplay it not as heavy as in COD or CodFIeld 6 .. also keep in mind , on weekends you usually receive full servers as well as daily on peak times, depends on region

Hey, yes i enable crossplay, and even with that i find some game with half bots unfortunately, so i decide to switch to bf5
