It's a one shot kill with the rocket gun,the stationary field gun,a land mine or the landship.
Altough the best way to counter it is to team up with 2-3 other people and beat the crap out of the rider.

To add-up to the above cmnt, if you don't want the horsie from enemy rider and just wanna get rid of that Cavalry rider, try to aim at, can't believe i am writing this, but aim at horse's head. It does the most amount of critical dmg. You will know when the screen shows red cross instead of white. You can kill the Rider in 2-4 Rifle shots this way. Lastly, don't be a noob. If a Rider or a Pilot seems to be grinding kills, that just means they has Tons of exp with that particular vehicle, it's not the vehicle that is OP, it's just that they know how to use those vehicles properly :)

the fact that its a vehicle you can snipe with a rifle from is the problem, its easily the worst thing about the game it would be so much better off not existing

I only go with the sword but continue your Whiney crying on a game released a decade ago. Maybe a pacifier will help you.

Still, the horse is representing in game the cavalry that actually existed in ww1 and is designed to give you the same horror feel any infantryman felt when encountering it.
It can be countered and killed, just don't stand out in the open looking at it like an idiot.

Always shoot the horse not the rider if the horse dies the rider does too, or one shot with a AT rifle. They have a massive disadvantage, they can't take cover that's why they have loads of health to balance it

Horse riders were indirectly buffed around 9 ish years ago from what I remember. That buff being anyone who rides the horse gets the 80% damage reduction armour. On launch, only calvary riders got that armour bonus on the horse.
Basically if you steal the horse, you steal the riding armour too. Needless to say, without the armour it was very easy to get shot down off the horse.

I could be wrong. But BF1 was kind of marketed a lot on consoles when it first came out. That is to say console/controller players were a big part of their playerbase, probably still are too because xbox gamepass allowing xbox players to play the game for free. So sometimes balancing the game went around that dynamic.
I should note for anyone who has never played BF1 on consoles. Horse sniping was basically non-existent. You could play 100h and maybe find one horse rider even using his gun at all. Most horse riders on console were swords only, or maybe had 10-20% accuracy if they tried to shoot you. Horse riders only using their gun for close to mid range. Sniping with it? Rarer than a unicorn.
And on PC, horse sniping mostly takes place on 200% bullet damage servers. Those custom settings kind of encourage the behaviour.
