Does steam version require downloading ETkey and can I modify cfg file like on previous/old version?

wow almost same process what i have to do decades ago when windows 7 was released. Imagine 2023 and almost 20 year old game came on steam and everybody should search the way how to get into match. Asking myself what's the point releasing the game on steam? To fill my library because i spent years playing only this.
edit: the game was incompatible on all operating systems after XP, now it's on steam and you have to do the same ♥♥♥♥. tweaking, copying files. I don't need steam for that!
