Back during the X-Fire days there was a certain high-pop server, which I can't name because reasons, that had custom radio calls and maps. What do I need to do to recreate this?

PK3 files are ZIP; if you open/extract them, you can look at the structure and where the audio files, also the menu files (V key)
Just keep the custom WAV files mono at max 22kHz IIRC
