I've searched for any fixes for this but I've had no luck. So I'm going to try here for the slim chance someone might help.
The game runs fine, but for some reason, the shader option in the options menu is blank every time I run the game.
Also, I need to set the shaders to low so I don't get this weird blocky/splotchy darkening/lightening effect on vehicles and characters. Yet, when I play a campaign, and advance to the next stage, all characters, vehicles, and most buildings turn completely black, and changing any graphical settings doesn't help.
I've verified the game's integrity several times, and my graphics drivers are up to date.

Your graphic cards control panel, is it at default settings globally?
Remove it or default any GPU settings

2 NVIDIA GeForce GTX 980Ms (Though I don't think this game can use both, considering how old it is.)

yes this game can support sli or crossfire. old games are the one that actually support it. I dont think sli is a thing anymore.

Steam version of the game is not compatible with Windows 10. Try adding following to launch options:
+set win_viewlog 1
