i remember back in my days i have RTCW in spanish, steam doesnt have any lenguage other than english but the mod have some translations, i hope you guys find the spanish translation, btw pretty neat mod!

Besides, localization process is much easier than in vanilla.

i got the sp_pak3.pk3 form the spanish vanilla game i dont know if you need it? (that literally translate the vanilla game, text and voices)

acá están las instrucciones, si mal no recuerdo con traducir el juego base el mod también se traduce, pero solo el contenido ingame para un jugador (dialogos y textos del juego), los menús y opciones del mod quedan en inglés, pero no estoy muy seguro si eso fue lo que hice, ya que ese pequeño cambio lo hice hace mucho tiempo atras y tanto el juego como el mod ya los tengo desinstalados.
si eso no resulta intenta reemplazar el archivo de la descarga con los archivos que están dentro del mod (sp_pak3.pk3 es el archivo que contiene el contenido de idioma del juego, solo reemplaza este archivo y listo, el juego debería estar traducido a español).

As an author and maintainer of the Czech localisation, I can tell you, that it is not that hard to create the localisation and if you have translated files from the original game, it can help a lot. Most of text is in simple files that you can just overwrite. :D
However there still needs to be some work done, if you'd like to localise the menu or the newly added parts, like Survival mode and Malta levels.

If a Spanish version isn't already in development, I'd like to help make it happen.
I should clarify that I'm not a translator, but most of the translation would be of the menu text, which I can do with an online translator. Afterward, I would reuse the official game translation.
The only "challenge" is transcribing the voice acting to create subtitles, which I'm currently working on.
I'd like to know how to officially include the Spanish version in the mod.
