My understanding is that it's currently unavailable anywhere due to the rights being split with Zenimax and the old publisher, Activision. A quick search does show people selling physical PC copies for pretty cheap on ebay, but I don't know if it has any DRM or license keys that would prevent it from running off a used copy.
You could try downloading it on MyAbandonware, if it's still up there.

Yes, go look up wolfenstein 2009 pc discs on ebay, olx or other online stores in your area. Its the same with xbox and ps3 systems

You cant buy it digitally, you can buy used copy on Ebay or somewhere else, or just pirate it, game is abandonware, so you have all rights to download it from sites like myabandonware or torrents.
I bought one on eBay. Unfortunately, the copy protection requires the physical disk to be attached to the computer, and my recent laptop doesn't have a CD player.
I'm pretty sure gamecopyworld (legit site, no viruses) will have a no-cd patch for it.
You’d need to find a shrink-wrapped copy on eBay. And you’d need to trust the seller that it’s unused and not resealed.
