There's zero reason to believe any unregulated sites will play by any fair rules (not that gambling is ever "fair" for the player), there are many accounts of people getting their items stolen from them without any chance of getting them back. Site owners rigging bets is a normal occurrence. If you must gamble, I'd stick to the in-game version because at least you're guaranteed some items in return.

TF2Royal for sure, its legit and out of all by far gives most money back while playing by and only site I won 0.5% upgrader hit to 2100€ item
