Lol when I was younger I remember rocket jumping up into the vaulted ceilings in the RL room and would just camp on a ledge there waiting for him to come grab the RL and just rain down on him from above. Worked 80% of the time. What difficulty are you playing on? Just make sure to grab the armor and power ups before he does and you will be fine.
