If you don't have a proper CD key, that could be preventing you from joining.
You also have to have the FreezeDT mod downloaded. Can be auto downloaded from http://www.clan333.com/downloads.asp "FreezeDT Mod". Or you can download ingame when connecting to the server by console command /cl\_allowdownload "1" before joining the server.
