is 5900x a bottleneck?

I have:
5900x
4060ti 16gb
32gb
I can run the game on high but get same fps on low and barely using 60% of my GPU yet my cpu is 100% often.
anything I can do to lighten the load on cpu for more fps? I have it capped at 60 but want to play at 100+

it shouldnt be a bottleneck, maybe check what is using that much cpu in task manager? are u sure its only game that is using 100% cpu

Something's not right. I have a 5600X with a 3060ti and on Medium with DLSS 4.0 Quality am seeing 100-115 FPS and the GPU is the limit there. Visually Medium and Quality looked better than High and Balanced.
Assuming, given the question, that you don't have an actual FPS cap at 60? Go into Windows Settings and make sure it's set the monitor FPS to the maximum possible, it will often default to 60.
Do you have REBAR enabled?
You could also try using the Nvidia app to provide the recommended settings and work from there. Also checked to make sure it's not using any overrides on the DLSS side.
I mostly ignore the CPU % as it's unreliable, GPU will tell you what's what, when you get a better frame rate if the GPU isn't hitting 90+% increase the graphics quality until you hit the limit.

seems to be using less than I thought yeh
65% CPU
65% gpu
absolutely cannot get over 80fps
3400x1400
low or high is the same.

Try another game and see if you have the same problem - focus on the GPU%, CPU lies.
Check Windows, Nvidia App, Game, and monitor to make sure no in game FPS caps anywhere / in a mode that limits FPS.
Try using Nvidia app to set recommended settings for the game
Try reinstalling the Nvidia drivers.

I dont use nvidia app because its spware bloatware garbage, never had this issue in any game tbh, my pc is pretty locked down with no extra bloat so everything usually runs great BF is the highest cpu percentage I have seen in a game so far.
Ill mess with some more settings and see what is causing it.

Good grief, that's nonsense - Hardware Unboxed did a video on the Nvidia App recently to show the impact it doesn't have, it's a useful tool. But I doubt you care.

its not whether its useful or not, you can do everything you want with just the driver application .its just another app thats not needed on my system. it also phones home A LOT

Same for me, my CPU is at 100% since the season 4 update and i have less fps on all maps.

Mesh Quality / Geometry Quality
Terrain Quality
Object Density
View Distance

you are lying to yourself....you CPU is a bottleneck in many games even with that GPU......
as for OP the game has always been CPU heavy.....some maps will push the CPU to a 100% and never max out the GPU......like the new map and golmud.....but things like underground base will not max out the CPU......with a 5700x and a 3080 10gb there is almost a 100 frames between the best running map in the game and the worst running map at 1440p......

5900x is more then strong enough for a 4060ti...
if you have low cpu and gpu usage check if your ram is running at the right speed. see if in bios the right xmp profile is activated.
