Something's not right. I have a 5600X with a 3060ti and on Medium with DLSS 4.0 Quality am seeing 100-115 FPS and the GPU is the limit there. Visually Medium and Quality looked better than High and Balanced.
Assuming, given the question, that you don't have an actual FPS cap at 60? Go into Windows Settings and make sure it's set the monitor FPS to the maximum possible, it will often default to 60.
Do you have REBAR enabled?
You could also try using the Nvidia app to provide the recommended settings and work from there. Also checked to make sure it's not using any overrides on the DLSS side.
I mostly ignore the CPU % as it's unreliable, GPU will tell you what's what, when you get a better frame rate if the GPU isn't hitting 90+% increase the graphics quality until you hit the limit.
