Attack Helos and Little Birds should not survive tank shots

That's pretty much it, they're already incredibly powerful, and landing a shot with a tank is incredibly hard. Right now both are capable of surviving an AT shell. Little Bird can take an AP shell to the cockpit and walk away. With as powerful as they are, flying in range of tanks should be punishable.
